EVENDALE COUNCIL RECREATION, FIRE AND POLICE COMMITTEE MEETING
August 5, 2014
In attendance were council members John Ranz, Bill Puthoff, and Jeff Albrinck. Also in attendance were Police Chief Niel Korte, Fire chief Mike Hauck, and Recreation Director David Nichols, Evendale CFO Cynthia Caracci and Village Engineer, James Jeffers.
Recreation
• Recreation Director, Mr. Nichols, informed the committee that the substructure of the indoor spa has severe corrosion that originated in a leaking pipe. It was the leak that resulted in the inspection and discovery of the corrosion. The substructure needs to be replaced, at a cost of approximately $40,000. The committee discussed whether it would be better to wait to address the issue immediately or wait until next year. There are sufficient funds in the contingency account and it is the recommendation of the committee that the matter be addressed immediately. Waiting until February is not practical as the spa will be out of commission for approximately two months and it is during this period that the spa has its greatest use.
• Mr. Nichols elaborated on the necessity to transfer monies from the Recreation Account to the Pool Account to cover salaries, primarily due to the reallocation of recreation personnel.
• Mr. Nichols also updated us on the lightning detection device. He is continuing to obtain information on the purchase of a unit. He has discussed the safety with Chief Hauck and both are recommended for the lightning detection unit is safe and consistent with current standards.
Police Department
• Hiring Process - Chief Korte reported that they are down to five candidates and that each has exceptional potential. The Hiring Committee will be meeting on August 19 to interview each of the candidates and then continue the process towards formal hiring.
Fire
• Sutphen Aerial Apparatus Issue - Chief Hauck reported that the new fire truck is out of service per manufacturer order. There have been three aerial accidents in the last 18 months, some causing severe injury, due to malfunction. Chief Hauck is evaluating options for a backup unit. Either Sutphen will provide the backup or we can borrow from a neighboring community for a short period. Chief Hauck will keep the committee and full counsel informed as he obtains additional information.
• Horton Ambulance - The Horton Ambulance will be delivered in November. This is a delay from the original October delivery date.
• St. Rita Recap – The St. Rita Festival in early July resulted in no significant demands on the Fire Department other than a few heat-related issues.
• SCBA Update – The SCBA units have been received and are being inventoried and tagged and should go into service by the end of September.
• Radio System Update – Motorola has notified the Fire and Police Departments that the radio units will be obsolete in 2018. Full replacement of these units will be approximately $500,000. Chief Hauck recommended, and the counsel committee agreed, that the best course of action would be to continue to monitor the county’s decision on the new radio. Counsel should anticipate a significant expense in 2017 due to the anticipated obsolescence in 2018. Chief Hauck assured us that he is developing contingency plans to address unit by unit issues until full replacement occurs.
Engineer’s Report
• Mr. Jeffers reported that he is working with Holthaus Signs to create illustrations of potential models for the electronic message boards to be located at each of the entrances. He has evaluated the possibility of putting it on the corner of Reading Rd. and Glendale-Milford Rd.; however, due to several landscaping and other obstructions, it is not practical to place signs at that intersection. It is the recommendation of the committee that the signs go at each of the primary entrances.
